1. Basis
It shall be handled in accordance with the relevant government department energy conservation and carbon reduction measures in Items 3, (2), 4 , and (1) of the "Sustainable Energy Policy Outline" adopted at the 3095th Session of the Executive Yuan .
Government agencies and schools take the lead in promoting energy conservation, leading the public to adopt it through demonstration, and implementing national energy conservation and carbon reduction actions.
Participating and executing units
1. Central executive unit: Executive Yuan and its affiliated administrative agencies and schools at all levels.
2. Local implementation units: Taipei City Government, Kaohsiung City Government, county and city governments and their affiliated administrative agencies and schools at all levels.
1. Overall energy-saving goals for government agencies and schools:
The annual electricity consumption and oil consumption are based on the principle of negative growth, and the cumulative overall energy saving by 2014 is set at 7% .
2. Energy-saving targets and energy-saving plans of individual implementation units:
( 1 ) Goals for saving electricity:
1. The annual electricity consumption of the implementing unit shall be based on the principle of negative growth; if the implementing unit is a junior high school, primary school, kindergarten, nursery, etc., the annual electricity consumption shall be based on the principle of no growth.
2. If the electricity consumption indicator ( hereinafter referred to as EUI) of the implementing unit is higher than the EUI benchmark value (hereinafter referred to as the benchmark value) of the same type of institution and school , various feasible measures should be actively adopted to reduce the EUI to 104 years at the latest. base value.
( 2 ) Oil conservation target: The
annual oil consumption of implementing units is based on the principle of negative growth of 1% , except for implementation units such as police, firefighting, medical rescue, engineering, and national defense readiness training.
( 3 ) Energy saving plan:
1. In order to achieve the energy-saving goal of negative growth or no growth in electricity and oil consumption, the implementing unit shall formulate an energy-saving plan for the current year before January 15 of each year and then implement it.
2. If the EUI of the implementing unit is higher than the benchmark value, it should formulate energy-saving targets and overall energy-saving plans for the years 1998 to 2014 before January 15 , 2008 , review the results year by year , and make some plan revisions.
The definitions of electricity consumption index ( EUI value), EUI benchmark value of similar institutions and schools , electricity consumption growth rate, oil consumption growth rate, etc. are detailed in Appendix 1 .
The EUI benchmark values of government schools are detailed in Appendix 2 .
Each implementing unit can go to the government agency school energy conservation reporting system on the website of the Energy Bureau of the Ministry of Economic Affairs ( http://www.moeaboe.gov.tw ) to check the unit's electricity consumption attribute category and applicable EUI benchmark value.
5. Implementation matters
1. Establish a hierarchical management system:
( 1 ) Each executive unit should establish an energy conservation promotion group, with the deputy chief serving as the convenor, and appointing personnel as energy managers to handle the promotion of energy conservation business.
( 2 ) The energy conservation promotion team is responsible for supervising and evaluating the formulation, implementation and effectiveness review of energy conservation goals and energy conservation plans for the unit and its affiliated implementation units. The organization structure of the energy conservation promotion group is shown in Appendix 3 .
( 3 ) Responsibility zoning management system for energy saving. Each implementation unit should divide the area of responsibility for the use of air conditioning and lighting places, and establish a list of persons in charge of the area responsible for energy saving measures. 2. Adopt energy-saving and carbon-reducing measures
( 1 ) Purchase and replace equipment, appliances and vehicles:
1. Priority should be given to purchasing electricity and water equipment, appliances and other office products that comply with energy-saving labels, environmental protection labels or water-saving labels; priority should be given to purchasing vehicles with energy-saving labels, LPG vehicles (using gasoline, liquefied petroleum gas) Low-pollution, high-efficiency vehicles such as dual-fuel vehicles (Liquefied Petroleum Gas) or hybrid vehicles (vehicles with dual gasoline and electric power). The Public Works Committee of the Executive Yuan should give priority to including the above-mentioned labeled products in the joint supply contract.
2. In line with the regulations on the service life of public agency property, if the central air-conditioning host is used for more than 8 years, and the window, box-type, or separate air conditioner is used for more than 5 years, professional air-conditioning technicians or manufacturers should be asked to conduct an evaluation. The efficiency is lower than that announced by the Energy Bureau of the Ministry of Economic Affairs. Those that meet the energy efficiency standards should be replaced and priority should be given to using variable frequency control central air conditioners or air conditioners.
3. Those who are equipped with central air-conditioning system equipment can ask professional technicians or manufacturers to evaluate and prioritize the installation of energy management and monitoring systems to save energy on the ice water main unit, ventilation system, and other important electrical equipment such as lighting systems, elevators, etc. Electrical monitoring and management.
4. When lighting fixtures are newly installed or replaced, professional technicians or manufacturers should be asked to plan and design appropriate lighting configurations, and use high-efficiency lighting fixtures and electronic ballasts.
5. When new or replacing traffic lights, exit lights, evacuation direction lights, fire lights, etc., power-saving LED application products should be used.
6. Replace traditional incandescent lamps (tungsten lamps) with high-efficiency lamps (bulbs), which was completed by the end of 1997 .
7. In places such as toilets and tea rooms that cannot use daylight and are not used for a long time, use automatic lighting lighting devices.
8. When elevators are newly built or replaced, frequency conversion energy-saving elevators should be used.
9. When water equipment is newly installed or replaced, water-saving faucets or water-saving toilets should be used.
10. When handling the above-mentioned related replacement measures or overall energy-saving renovation projects ( such as lighting, air conditioning, electricity, power, energy management and monitoring, etc. ) , private energy technology service companies ( ESCOs ) may be introduced to save money after improvement. The energy costs will be repaid in installments to the ESCOs ' service fees, and the executing unit may select the most favorable bid.
